The Facts - Phase 1
United Properties has assembled an eight-acre site for a mixed-use redevelopment at the southeast corner of Penn Avenue South and American Boulevard in Bloomington. United Properties has preliminary plan approval from the City of Bloomington to redevelop the site. The first phase includes: 

• 234 apartment units
• 14,000 square feet of retail and restaurants
• new access roads from American Boulevard and Penn Avenue, including new signalized intersection
• surface and on-street parking

Phase 1 aims to create a high-quality, active streetscape that promotes walking to the area's services and shops. The new streets and blocks allow for a variety of uses, and for the district to grow over phases, one block at a time.
